As electric vehicle adoption grows across the Gulf Islands, transportation policy must keep pace. The Gabriola Transportation Society is preparing a cross-islands initiative to address BC Ferries’ current restrictions on inoperable EVs and hybrids.
Our 2026 EV Safety Report outlines a clear path forward. By leveraging the BC EV Adoption Act, we are advocating for regulated safety protocols that treat EV owners fairly while maintaining the highest standards for marine transit.
We are currently engaging with provincial leaders to ensure that our ferry system supports, rather than hinders, the transition to sustainable transportation.
Update May 2026: BC Ferries Changes Its EV Policy
A practical win for ferry-dependent EV owners but with work still to do.
On May 5, 2026, linked here,BC Ferries announced a policy update that took effect on May 19. Immobile electric vehicles that are undamaged or that have only minor cosmetic damage not affecting the vehicle’s frame or battery integrity will now be accepted for transport when towed or carried on board. This is a significant change from the June 2025 position, which effectively refused any inoperable EV regardless of whether its battery was actually damaged.
This is a welcome change from the state of affairs that prompted our 2026 EV Safety Report. An EV stranded by a flat tire, a drained 12-volt battery, a software fault, or routine mechanical trouble can once again be towed off-island for service. These are the scenarios behind the Salt Spring Island and Nanaimo towing refusals we documented. For islanders who depend on the ferry as their only road, it’s a positive step forward.
What we asked for, and what we got
Our report set out four recommendations. Here is where each one landed.
- Clear technical thresholds; achieved. We asked BC Ferries to define “damage” so that minor issues like cracked windshields, dents, or flat tires would not trigger a refusal. The new policy does exactly this, distinguishing minor cosmetic damage from damage that compromises the frame or battery. BC Ferries has also published reference images to help owners and tow operators tell the difference; a genuinely useful and practical tool.
- A “Certified Safe for Transport” protocol; not yet. We asked for an inspection-based model, with a qualified technician able to certify a battery as stable and de-energized, as Washington State Ferries and CalMac already do. BC Ferries declined to adopt this, stating it has neither the mandate nor the trained staff to verify battery integrity, and that no standardized industry framework yet exists. It did commit to working with regulators and industry partners should such a framework be developed.
- Provincial policy alignment; partly. The update acknowledges the realities faced by ferry-dependent residents and EV owners, which moves in the direction of the CleanBC and Zero-Emission Vehicle Act goals we highlighted, even if it does not reference them by name.
- Tactical safety loading; unaddressed. The release did not speak to loading certified inoperable EVs last or on the weather deck.
What’s still unresolved
What is missing is the harder challenge: a genuinely damaged EV, where battery integrity cannot be confirmed, still cannot travel unless its battery is removed in line with Transport Canada regulations. That’s the situation our proposed certification protocol was designed to solve. Until a recognized inspection framework exists in British Columbia, drawing on the Red Seal and trade school trained technicians qualified to do this work, some owners will still face being stranded.
Where we go from here
This outcome shows that careful, evidence-based advocacy works. The change closely tracks what GTS and other islanders, towing operators, and EV owners called for, and it resolves the most common problems facing drivers in ferry-dependent communities. We will keep pressing alongside our cross-islands partners for the next step: a clear, technician-certified path that lets safely inspected damaged EVs travel too, so that no islander is left stranded by their choice to drive clean.
